VISA / Paypal - chargeback?

To cut a long story short, I bought something off eBay over two months ago, it arrived incomplete, the seller was supposed to send the rest out but I'm still waiting, I tried to open a Paypal dispute today but it's been too long so I can't. I want a full refund as what I've received is useless without the rest. Of course I've emailed the seller but I'm not expecting a reply. Looked through my Paypal history and checked how I paid - it was with my Visa Debit card. Only had it a while so don't know how Visa Debit works. I know it's meant to offer more protection than Maestro and that I can do chargebacks. The purchase in question is £150. Am I able to get this back through my bank?

You have few options unfortunately, as the contract between VISA and PayPal was concluded as arranged and expected. Your dispute lies further upstream with PayPal and the seller. You can issue a chargeback, but paypal will put you in a world of hurt, not excluding debt collectors.Starting Debt: ~£20,000 01/01/2009. DFD: 20/11/2009 :j

You cannot do a chargeback to PayPal. The way it works with them is different, basically you paid them and not the seller so you're kinda snookered.

That's not right NID. It's a debit card so Section 75 is not applicable. You will need to contact your card issuer requesting a chargeback, which should be succesful, although you will have to return the goods, and be minful of what LeeSouthEast advised.0

You should be fully covered by the VISA Debit Charge back scheme. You should put in a claim with 120 days to qualify. visa debit cards seeem to give more protection on Paypal purchases the credit cards, that rely on the section 75 clause.0

Unfortunately you make struggle. I've had a couple of chargebacks (admittedly credit card) against Paypal and in each case the bank would only pursue a chargeback when I had pursued a Paypal complaint to the point that Paypal had come back and said that I was due a refund, but they weren't going to refund as there was no balance in the Seller's account.
At that point it becomes 100% relevant in relation to Section 75 as the chargeback request no longer relates to the final item, but to the 'paypal money' request that Paypal are refusing to refund....... Although you can still expect Paypal to fight!
Know this isn't much help now, but might help next time.
Final thing keep all correpondence for several months, in my case Paypal challenged the chargeback severakl months later and Citi cards would have reversed the chargeback without proof.!0 -
