Free early learning for 3 year olds abroad?

Currently in Brussels and Service has told me that we are not entitled to the same free schoolling for our 3 year old as in the UK? There are no Service Schools near us and the cost of an English speaking school/place here is 8000 euros for a year of 5 mornings a week!!!

Anyone shed some light on whether we are entitled to the same as in the UK? :mad:

Update - got hold of a nice civil servant at JHQ who sent me updated rules on child entitlements - seems the overseas regs are now the same as the UK - so free 12.5 hours study from 3 years old
