DVLA misinformation - failure to notify sale

Can the DVLA rightfully fine me under the law for not asking them whether they had received my notification of selling the car sent 4 weeks previous? They say sending it isn't enough. They then say they wrote to me asking if I was they keeper of the vehicle (that I did not receive) and as I didn't respond then I have broken the law. Surely them sending me a letter therefore isn't enough. This seems ludicrous!
I recently received a letter from the DVLA saying that I did not send in the slip on the V5C notifying that I had sold a car and neither did I then contact the DVLA 4 weeks later to say that I had not received notification from the DVLA that they had received the notification. For this reason they would be fining me £35 and that failure to pay would result in court action. I wrote back explaining that I had posted in the notification and that there was nothing in the V5C making it clear to anyone that failure to seek notification from the DVLA that they received my notification within 4 weeks would result in court action. The VC5 makes it seems like a request. They have written back again saying that it was my legal responsibilty to seek notification that they had received my notification in weeks and again threagthened me with leagal action and a fine up to £1000.

In truth, there is no legal obligation to chase the DVLA within 4 - 5 weeks, the law as written does not require it. VERA 1994 S7A from my sketchy memory.
