    if you managed to get full planning permission even with the neighbour problems I would try to make the most of that - hard to get plots with full pp in rural areas. The market is slowly improving so if you can afford to wait a bit I would keep trying for a sale - check you Estate Agent is doing all you're payin them for and if the advertising hasn't been great change Agent! I think you should shift it eventually and that's the only way to really maximise on it's value and justify the money you've spent getting the pp IMHO

    ... or, if you have the funds, why not build on the plot yourself then sell as completed house?
