i have just had a fine through the post,stating a £70 fine,halved if paid within 21 days,therefore it was cctv that observed this.the problem is i was guilty,but i am on jsa and cannot afford to pay it,what can i do

If it complies with the relevent requirements, you're going to have to pay it. Can't get out of council issued ones.

As up to 75% of appealed/adjudicated tickets are successful, its always worth while looking into the legality of the tickets. Done quickly enough, within the discount period, it can be checked without the risk of costing more money. With enough faults on the paperwork it may cost nothing but a bit of time and effort.

The point is that if its issued correctly, there's no ignoring it. :rolleyes:
