Faulty Item Bought From E-Bay

I bought a used battery powered TV off E-Bay. A few hours in to me using this TV there was a fault with the picture and now there is no picture at all. The seller has refunded the cost but says that he can't refund the postage which has left me £7 out of pocket. I paid by paypal so I'm wondering what my rights are.

Probably not a bad result. Was the seller a business? If not then really bought as seen and it did appear to work all be it for a short time.
I am assuming your out of pocket is for the return postage and not the original P+P charge.0 -
Has he has refunded you £7 less than you paid him. Did he require you to send the faulty TV back to him?
If he didn't make you send the faulty TV back to him, then you should let him off the £7 because that's roughly how much it would cost you to send it back to him, and PayPal would require you to do that at your expense before entertaining your claim if you chose to try and claim the remaining £7 back.0
