Notice to Owner(nto) without a parking ticket received as claimed

Hello,

I have just received a notice to owner telling me that I haven't payed a parking ticket that has been issued 03/11/2009 .

They have also attached pictures of my car with the parking ticket on it!

However I have never seen this parking ticket on my car and I have never received it!.

Ofc I want to write the representation letter however I don't know what to write in it.. and not sure to mark which statutory groundss..

I have two doubts that the parking attendant has put the ticket and removed it again (Although I don't know how possible this could be) and the other doubt that somebody has took the parking ticket from my car and threw it away(However I have no idea why would somebody do that).

I remember that day I parked in the area it said no return within 2 hours and it was for permit holders or no return within 2 hours and I stayed there just 3 hours as I it was outside my hand....

I haven't been in Uk driving for long so I don't know much yet, please any advice!.?

You'll need to register and scan a pic of your NTO (all of it) after taking off name/address/car ID (but don't blank the dates/words/pics off the NTO).

Also can you get clear daylight pic of where you parked? Pics of the signs and the bay lines, including termination lines at both ends of the bay? Or can you find the spot on Google maps street view and post that (not as good though as the bay lines may have been altered since).

The reason is that pepipoo experts may be able to find other things for you to appeal on, not just the fact that you didn't get the PCN. They are very good on there but you need to put pics in and repeat your query you've started here, on a new thread over there. They can also help you with wording your appeal.
