credit card fraud citi letter

My mother received a letter from Citi saying that their was unusual activity on her cc.
She phoned up and was told it was a 99p purchase from ebay.
So she asked to cancel the cc as she had already paid off the balance and was going to cancel it anyway.
anyone else had this happen?
and when you cancel a cc do you get a letter to confirm that you have cancelled the card?
