An html file is plain text and a jpeg file is a binary representation of an image so the straightforward anwser is no because they are simply not the same type of file at all.

What you could do is press the screen print button while a browser is displaying the page and paste the resulting clipboard content into a paint program.

There is a Firefox extension that captures the entire screen and then you can paste it into an image editor like Irfanview or Paint and "save as" jpg to create an inage from it.

If you want just post the link to the page and I'll do it for you and upload it somewhere.
You may find it's a large file as it will be a large image...depending on the page depth it can be a very large image....which is one reason I use Irfanview for this type of thing ..you can slide the quality down to save size and resize the image easily to make it usable online, no-one's going to thank you for posting a full size jpg of a page IN a forum are they . :)
