    My lounge walls used to have a horrible 'rough plaster' effect.
    The builder took off the peaks and re-plastered over. I think he skimmed with a base coat of something so it adhered.
    A friend with a similar nasty ceiling had the same work done. Most skilled plasterers will be used to this work.
    Best moneys worth ever. It looks so much nicer, it doesn't gather dirt like it used to and it is quicker and cheaper to paint.
