Second Chance Offer NPB Help!!

Hi
On the 8th June i sold something on Ebay as a second chance offer. The buyer was from overseas and my auction stated paypal only from overseas within 7 days. I hadnt heard anything so i sent them a reminder invoice on the 15th and i still havnt heard anything.
My questions are how long do you give it before starting a NPB action and does the fact it was a second chance offer rather than a auction change the NPB process in anyway???

Accepting a second chance offer puts the buyer in the same position as buying outright.
As more than 7 days has now elapsed you can start the NPB straight away.
