Peugeot 406 Cooling system problem

Options
I have been having problems with the heating so decided to check the cooling system, I made sure it was filled then ran the car for 10 minutes. After which I checked the hoses to see if the coolant was circulating properly. The hoses that go through the bulk head to the heating system were fine, plenty of heat in them, but the radiator and connecting hoses were still cold....
Could this be just a blockage or is it something more serious?

Is the car overheating and over boiling:? is the oil a creamy colour (signs of headgasket common on Pugs) or could be an air blockage or pump not pumping water around.

The thermostat won't lift to circulate the coolant through the radiator until it gets hot enough to justify it. If it's a diesel, or if you tried it in subzero temps like today, then it won't get hot enough to lift. The things whood has mentioned above could all be possible, but just running the engine for 10 mins might not be enough to check.
