I understand you need the money now for other reasons, but the amounts don't look realistic, particularly if she isn't working. As you said, IF she is on job seekers she'd get $220 a month... Honestly I don't think you can ask her for more than half of that, I doubt she'd pay it.
It may be frustrating but I'd ask for $75-100 per month, it means within about a year and a half you'll get your money back, and she's more likely to see the figure as being realistic, and may be more inclined to sign on for jobseekers etc if she will have a little extra money left over as well.
Just a thought. I know you probably won't like it, but if it means getting your money back eventually... and probably getting more per month than going through the courts will...LBM - June 2014 DFD Goal: June 2016 (28th Bday!)

Yes, I understand your frustration. Some people have no sense of responsibility and just go through life scrounging off one person then another until they eventually run out of options and have to stand on their own two feet. That can take some time and she is obviously still at the stage where there is still another mug to sponge off.
Unfortunately you can't MAKE her get a job, and you can't get money from her that she hasn't got. She may well make promises to shut you up and get her off your back for a while, but it doesn't mean she actually has any intention of paying anything.
If you are going to get your money back you are going to have to start from a realistic standpoint - which means looking at the money she has got coming in now, rather than what she could have coming in if she wasn't such a lazy so and so.I'm a retired employment solicitor. I'm with Beanie on this, I don't reckon you'll get much more than £10 per month. I doubt she would even keep that up for long! I still maintain you should get the phone and laptop off her, especially the phone, she could do so much damage with it, what's to stop her running up bills of £300 per month? It's your name that will be discredited if you don't pay the bill not hers!
