You have a clear legal right against your neighbour for allowing this situation to arise and cause damage to your house. Pursuing it is not so easy though, mainly because of the damage it's likely to do to neighbourly relations.
When you notified him of the damage being caused, did you do it in writing, by Recorded Delivery? If not, you should do.
Have you checked to see whether you have legal expenses insurance as an add-on to your household (or any other) insurance policy? If you have, contact them and they'll take it over from you.0 -
If its leaking contact the water company they will send someone round and ask them to fix the overflow, if its not repaired they can issue legal procedings0

The water board's responsibility in most cases ends at the boundary of the property. Anything inside the property boundary is responsibility of the owner. Some basic summaries on responsibilities can be found here.
The water company would not get involved, unless the leak was bad and it would be considered entirely a civil matter between the two properties.0
