Parking Ticket/Observation from Warden Time?

Hi. I apologise if this has already been asked but I have looked but can't find the info I require. I parked at a meter this week but had to nip and get change but in the time I was gone i got a ticket! It states on the ticket that the car was observed from 08.29 till 08.29. Is this legal or should it be observed for longer?
I have a £70 penalty which i really can't afford this close to Christmas

I don't know if they're required to give an observation time. I had the exact same thing with my PCN, no observation time given, and yet the council are continuing to pursue the PCN. It may be that different areas have different rules. You could scan and post up your PCN with all personal details blanked out, there might be something else wrong with your ticket or with the signage or road markings where you parked.
Also, if you're going to appeal it, you don't have to worry about paying it anytime soon. I am now taking mine to adjudication and it is a ticket I received back in August. If I do have to pay it in the end, it wont be until at least January. The process is very slow.0 -
Thanks for your quick reply! i have just been looking ont he web and found a post written by a traffic wardens wife - handy hints and tips and she said that there has to be a 5 minute observation time? I just need to get this checked so will state this as my reason for appeal I think!0

That means nothing - There is no hard and fast period for observation.
You would need to verify any time specified in the issuing authoritiy's policy first.0 -
Observation is not required for some contraventions, it is for others.0

You should still look into all avenues of appeal.:D
To do this you will need to post up a scan of both sides of the ticket, all the blurb and dates but without your car details. See the 'how to post images' sticky here...

You'd also be well advised to post pics of where you parked, in particular the bay lines and signs, including the termination lines marked at each end of the bay (or long run of bays). Quite often the bay is non-compliant, you never know!

There was a big row about this round our way where we have a small row of local shops. Wardens were pouncing as soon as someone left their car - before they could even get to the pay and display machine and back. Shopkeepers protested and the council announced there was no grace period to buy a voucher. When asked how visitors were supposed to do this without getting booked, the council spokesperson said they should pay by phone while still in their car or have equipped themselves with book of visitors permits beforehand and keep this in their car to use when they stopped locally ........crazy as a lot of the people parking here are not local residents but drivers passing through (the road is a cut through between two main roads.) Plus council office where you can buy books of vouchers is round the back of the town centre over a mile away and not signed. Meanwhile wardens patrol the area here constantly. Really just another cash cow for local council.
So be warned, not all councils have any grace period at all to buy a ticket, you need to check for the area concerned if you get fined.0 -
