Can ping but cannot browse !!!!

My home network is as follows
DLINK DSL-504 adsl router
PC1 (main PC)
PC2 (second PC)
PAP2 IP phone router for VOIP calls
CCTV webserver (a simple box with a CCTV camera connected which then allows you to view the image via a http browser).
Problem is as follows. In the last few days I have not been able to access PAP2 or the CCTV server. They have fixed IP addresses, and I can ping the IP addresses, but when I go to their home ip in Firefox or IE I get an error message "taking too long to respond". This morning I could access the PAP2 via 192.x.x.x, but since then I cant browse to it all.
However from both PCs I can file share and access the internet.
I thought it may be a browser hijack, but I have tried it on the 2 separate PCs and using IE, Mozilla and Opera.
I have rebooted everything.
Any ideas?

Check firewall log might be stopping connections.
Just if it is, allow permissions.0 -
