Does this deal seem ok?

Just been declined for tesco and abbey zero. Only thing I can think of is that I have access to too much credit. Both sainsburys and capital one have hiked my interest so I need to be rid of them, and my halifax od's.
I have a halifax cc which already has balance transfers on it, and they have just upped my credit limit by 3000 without me asking, which makes my other application refusals a bit bizarre, (Ikea have also just written out the blue saying they've upped my credit limit!!!) but as the halifax has balance transfers on I dont want to use it.
My mbna card is virtually clear with a 12000 limit and they have today offered me either 0% to May or .9% to next september. I was considering getting a bank loan or adding it onto my mortgage (which ends in 6 years anyway), but the september deal seems ok and will give me a bit of breathing space, and if I cancel all my empty cards I might be able to get a better deal then.
I know I'll be paying 3% on the transfers but am useless at understanding what the percentages mean so is the .9% deal a good one for me? Thanks.
