This is incorrect - they only get it if they're on income based JSA or IS and are disabled. I am not entitled to either; but do feel the cold a lot.

Yeah, I give up - you try to support the thread saying that people on low money should be entitled to something to have someone jump down your throat for feeling that the less well off are being attacked!
