How is Council Tax Benefit Calculated?

I've been through various battles with my astonishingly incompetent council's benefit office. My benefit's recently gone down quite a bit, I've requested an explanation of exactly how they came by the figure, but they've yet to reply. It's easy enough to determine, for example, income tax liability or incapacity benefit entitlement, but I've yet to find a clear set of rules for calculating council tax benefit.
I would like to be able to verify that they've got it right this time. Some councils have online calculators, but it's not clear whether they apply to Scotland.

entitledto.co.uk gives a pretty clear work out from what i can remember, it's to do with applicable amounts - premiums and excess income. Can't remember exact formula tho

The calculation is as follows
1 - Work out your applicable amount (basic amount the Govt state you can live on, e,g, £640.30 pw for single person over 25)
2 - Work out your income
3 - Take income away from applicable amount
4 - If below your AA, full CTB payable.
5 - If you have an excess, you pay 20% of this excess towards your own Ctax
Just so you know, we look at your annual bill and calculate this weekly and then pay onto your Ctax account to 31 March of the financial year
