    you can approach the Rent Office in your area and ask for a Pre Tenancy Determination. They will then assess the property, and give you their view as to what the local market rent is for that property. The council then assess the amount of HB they will pay on the number of tenants and their circumstances. good luck

    So would a lender allow me to take a BTL mgt and let it to my mother who would pay via HB?

    it is most unlikely that a lender will allow you to let to a close family member, and HB may be paid if you can prove that it was an investment property before your mother needed it.
