The letter writer is claiming you were in Wye Street first thing and that is where the CEO was patrolling when he first saw you parked, at 9:40. As he did not reach Wilton Road until later, they are saying he must have seen you first of all in Wye Street at 9:40 and then later at 2pm. At that stage he consulted his notes and issued the penalty notice.

Sounds like he recognised your car in the afternoon in Wilton Street, consulted his notes and maybe they were not very intelligible so he mistook the road names and issued the ticket. Ask to see the photos which should be digitally stamped. In this sort of case they must have two sets. Otherwise all wardens could run a scam on the basis of making up the time when you were first observed.
