Not Liverpool, but the block I lived in until recently in Hatfield (Hertfordshire) has a number of flats which have been bought by parents for their children to live in whilst at University. I think that 4 of the 12 flats are now owned in this manner so it's certainly not uncommon, and 3 of those have popped up in the last year so it's definitely making a resurgence round here.
The cynic in me wonders why, if the parents can afford to buy another property, can't they afford to send their children to a better university than Hatfield. But I'm probably being snobbish looking down on a former polytechnic.0 -

I think most universities charge the same (at least for now).
Its probably a case of the kids being too stupid to get into a better Uni.0
