europcar delivery charges

Any one else had this problem?
You hire a car/van from europcar and their website says that delivery and collection are free if you hire for a whole week. They will confirm this on the phone when you make a reservation.
However several days after collection the delivery and collection charge then comes out of your account.
i've been reimbursed once and am in the process of claiming it back for a second time.
As you can imagine its a lot of hassle trying to speak to anyone (automated menus' long waiting on phone etc) who can explain why this keeps happening
