Hi,
does anyone know about insurance which saves you having to pay the 'excess waiver' fees that they stick on when you hire a car/van??

just for the uk but on a regular basis

You will need to check the terms as many will not cover a hirecar that is used within X miles of your home address.

Also be aware that you must have paid the excess, so if you have a £1000 excess and there is £900 of damage to the car you cannot claim off of the insurance because the damage didn't exceed the excess so the excess has not been paid.
