Are there any super balance transfer cards still available?

I owe the taxman ~ £8,000-10,000, although it doesn't become due for between 7 to 19 months. I'd planned to save this up over the next 9-12 months, but for various reasons I'd now like to pay this off ASAP.
Essentially then, I want an £8k loan for 12 months - and I'm wondering if a 0% Balance Transfer might not be the best way to achieve this.
However, I have no outstanding Credit Card debt - just a loan. Are there any cards out there that will still reliably give me balance transfer cheques or transfer money in to my current account without my having to explicitly (and I guess fraudulently) say that I'm using it to pay off another card?
A 2-4% transfer fee really wouldn't be the end of the world.
Thanks

I don't think you'll actually need a SBT card, as the IR started accepting credit card payments last January, so you can just use a 0% on spending card instead. There's a handling fee of just under 1% if you pay over the phone and for some reason, it's a bit more if you pay online. They only take Visa/Mastercard, not Amex.
HTH.
Edited to Add: It's a 1.25% handling charge if you pay online with a credit card but less than 1% (it was a funny figure like 0.96% from memory) if you pay over the phone but I can't see exactly how much from their website. If you call them, eventually you'll get hold of someone who'll know for sure!0
