What are you trying to record onto-a VCR? A VCR will have an analogue tuner, not a Freeview digital tuner. So you will need to buy a PVR with twin digital tuners, or a DVD recorder, to record Freeview.
If you can still get the analogue channels, then until digital switchover you should be able to record the 5 analaogue channels off the analogue tuner on your new TV.

Is it possible for the freeview tuner to out put the signal via scart which can then be recorded on the VCR, via an AV input?

You'd still only be able to record the same channel that you were watching though. Recording a different channel via digital reception requires a separate tuner.

Cable is not relevant, as that is not a Freeview service.
