I think you are confusing getting an Ombudsman involved after a planning appeal decision (this decision is not made by the local planning authority but by an independednt planning inspector or Secretary of State). I think it says an MP needs to contact the ombudsman following a planning appeal.
If you were convinced that the local planning authority had acted improperly I think you could go for a judicial review within 6 months of a decision - these are very expensive to pursue and nothing in this thread indicates that the planning authority has acted improperly.0 -

The Planning Portal says:
"If you have a complaint about the way the local planning authority (LPA) dealt with your planning application, you can, in some cases, ask the Local Government Ombudsman to investigate."
Sounds pretty similar to what I wrote! lol As the above post says, the other advice only relates to appeal decisions (that's the Planning Inspectorate, not the LPA).0
