PCN issued 11 minutes over paid for time

Hi guys!
I was issued a PCN in a Bham City Council pay and display car park, 11 minutes after my ticket expired. I know that the council gives a 10 minute grace period, and the ticket was issued in the 11th minute. So the ticket expiry was 19.28, and the PCN was issued at 19.39. It says "observed from 19.37" "observed to 19.39".
Is there anything I can do with this?
