Capital One if existing customer

My hubby has been with Cap One for 8 years, he started on the Classic account at 34%apr. They have gradually reduced his apr and was down to 20% this has now gone up to 27%. So he thought he could apply for a better rate card with them, but if you're an existing customer you can't
Do a lot of cc companies have this policy?
I pay his bills for him and find their online account servicing very good, also a couple of month's ago, I totally forgot to pay his bill:o
He contacted them and they removed the £12 late payment fee, so he'd prefer to stay with them. He's not too keen on Aqua though and wants to get rid!

You can negotiate a lower rate with some lenders (particularly if your balance is zero.) Capital One is not one of them, IME. Follow-on offers are strictly by invitation only.
The only foolproof way to keep standard interest rates down is to ditch and switch credit cards as necessary
People who don't know their rights, don't actually have those rights.0 -
So not much give with them really,from reading posts on here, it seems harder to get new credit cards.0
