ISA Transfer & Data Protection Act

At the end of March I transferred my ISA from Halifax to A&L. However, there was an inaccuracy on the forms received by A&L from Halifax and these were sent back.... but never turned up. Apparently they got lost in the post. I'm complaining to A&L that this isn't good enough, suggesting that confirmation to Halifax by separate means (phone call, e:mail) that these are being returned would be a good idea to ensure that their progress is being monitored.

A&L have wrote back saying that 'due to data protection we are unable to discuss an account with a third party'. This strikes me as wrong. This is information that has already been supplied to them by the Halifax. All they are doing is confirming, separately of returning the documents, that there is an error in them with their original source. I'd appreciate it if anybody who is more familar with the DPA than me could let me have their opinion.
