Is this allowed

If you are a director of a start up company are you allowed to claim benifits

if the company only has say 3,000 pounds start up funds

directorship is not strictly an employment but an office

Is this classed as volantary work?

anyone know?

You can claim WTC if eligible, you just need to declare any income as appropriate and any hrs worked.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
  • what if there are no earnings - can I claim JSA if I am a director and spending time working on stuff that may earn me money in the future

As you will be an employee of the company, and working in expectation of wages, then I would be very careful about not declaring it if you tried to claim JSA.

Employment doesn't have to constitute receipt of a wage, just the expectation of payment in return for work done.

Yes you should declare it. For jobseekers you aren't able to work 16 hours or over or you're not entitled at all.
