Things to Do For Sad Friend?

Hi all. 
I'm a bit worried about my friend, who - for various, non-tragic reasons - has been feeling really down lately. I pop in to see her at work sometimes (she's a Librarian) and she seems okay, we chat, arrange days to do something etc. and then when that day comes, she says she's not in the mood, or tired, or feels unwell. When I go to visit her and her boyfriend, she's never rude or quiet, but she lies on the sofa under a duvet and just seems to have no energy at all. I'm not annoyed by this since I know why she does it - I'm just concerned!
We're not exactly at the Sex and the City, tell-each-other-everything, accept-tear-garbled-phonecalls-at-midnight stage, and we don't really ring or see each other just to chat or anything. Our boyfriends are friends too, so we just tend to meet up in a foursome (haha, "foursome"... sorry) and don't get much time to have heart-to-hearts, though we have done in the past and she's confided in me.
Anyway, I'm waffling now! She's clearly not enjoying life and I'd like to do something that might, even for a minute, make her feel a bit cared for and cheered up. I have a few ideas already but I thought I'd ask for your input too! Bonus points if your idea's free or cheap. Haha.
