Choice of car insurers - advice please

It's that old question of insuring young drivers again, but from a slightly different angle.
I have been through the comparison sites and online quote systems for all the popular insurers and have quotes for my 17yo daughter (on her own car - Peugeot 206sw 1.4ltr) ranging from acceptable to ridiculous.
Having read at depth the many car insurance threads on here I now have a question -
Should I choose on price - Admiral/Elephant/Diamond at £1100
or go for Tesco/Churchill at £2000
I know that price isn't necessarily the only deciding factor in choosing insurance, but would welcome your input.

Admiral, Elephant and Diamond are all the same company - Admiral. They are cheap for a reason.
Their policy wordings do not show the new limits for the Financial Services Compensation Scheme that come into effect from 1 January 2010, despite the fact that they've had the best part of a year to deal with the minor alteration required. If they can't even cope with something that simple, do you really want to trust them with your daughter's insurance?
Tesco car insurance is underwritten by UK Insurance. UK Insurance are part of the Royal Bank of Scotland Insurance (RBSI) who also own Churchill and Direct Line. Your premium goes into that big black hole called the "RBS Bonus Fund". If you want to contribute towards the £1.5bn being paid out to a bunch of bankers, that's up to you.
I know this isn't very helpful and I apologise for that.
I've posted quite a bit on here about Home & Legacy. I don't (and never have) work for them, but I have come across them in my professional life. H&L have a mini fleet policy that may be better for you - you lump together the whole family and take out one policy for all the cars (and you can limit which cars your daughter is allowed to drive). You can add the cars during the year, so you don't have to cancel policies mid-term. Other companies offer similar products and I am sure others will be able to give you their details.
Looking at a mini fleet may be better for you if you have 3 cars in the household. After a couple of years, your daughter can then start up her own policy, transferring the claim free years she has earned to another insurer.In the beginning, the universe was created.
