I don't care about the cost. If you rate a good insurance company on a cost basis then you will end up in Indian call center hell.
I want UK based with UK call centers that pays decent money to their staff with good service.

I have heard that Axa is very good but they do not do insurance.

According to various sources such as Which, and Mirror Money it's the Co-Op all UK based and a mutual so you get a share of the profits and they are green so they carbon offset for you!

CIS are not the best Home or Motor Insurer according to the Which website and come in the middle to bottom third.

Zurichcustomer if you are looking at Chubb and Hiscox, they aim for affluent customers which is why their claims and customer service are so high. Hiscox tend to look for premiums in excess of £600 and Chubb tend to start at £1200 +
