Hope this helps. Have read some really good things about snow tyres (I know the double level sipes on Michelin ones that increase the grip the further worn the tyres become mean that the tyres are made to really tight limits - hope it's OK for me to say that here:o)

If there's enough snow, of course they can.

What you cannot do is damage the road with them.
