Just moved, there is a phone point in place,no phone. Want to get Talk Talk deal but they ask for phone number. Do I have to connect to BT and pay them as well - which of course wouldn't make sense?

Welcome to the MSE forums SharaW.
You have to have a BT landline before you can opt for the Talk Talk package (which involves handing over your line rental to Talk Talk as well).
If the phone point you describe has previously been active (i.e. it's not a brand new property which has never had a phone before), BT will probably reconnect FOC but you will then have to remain with them for line rental for 3 months before you can change.
You'd have to dial 0800 800 150 to check on the status of the line but, if you could in some way find out the previous telephone number before you did so, it would make things easier.
If it's a new build property, BT will charge £124.99 to install a line and you will then be tied to them for line rental for 12 months.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
