Andy Hillier, the Crime and Disorder Reduction Officer, based at Bedwas, confirmed thousands had been stolen from around 20 accounts cloned from the filling station's chip and pin system.

The card industry obviously can’t be relied upon to keep PINs secret. Therefore how can anyone who is a victim of PIN based fraud be held liable, have their money withheld if the industry can’t comply with the terms and conditions they expect their cardholders to.
KEEP YOUR PIN SECRET AT ALL TIMES.
Surely Chip & Signature cards should be offered to those who have lost faith in PINs or to those who faithfully comply with T&Cs?
