PCN In Disc Zone
I recieved a PCN for parking in a Disc Zone under code 35 (not clearly displaying a valid parking disc) the observation time on the ticket was one minute. I admit that it was mistake on my part, however I remembered too late that I had not reset the time on the parking disc and went back to the car to change it only to find a PCN on the windscreen.
However on looking on the Councils web site I see that the observation time by the Civil Enforcemnt Officer is given as 5 minutes, the observation time on my ticket is for only one minute.
Does any one know if the Counicl have to abide by the observation time of 5 minutes as stipulated on their web site or is that discretionary only. I ask because on the recent tv programma about traffic wardens on the TV they were also discussing waiting for 5 minutes before issuing a ticket.

Thanks I will check the marking bays but I was thinking more on the lines of contesting it as they have not followed their own guidance on five minutes observation.
However it is worth exploring all avenues.0 -

I checked the web page your directed me to and comparing it to where I had parked I would say the road markings looked more like those in 1032 but without the bays. The broken white lines were appox 8ft (under 3meters) apart. One end abutted a disabled parking but with a single broken white line and at the other end the road was angled on to the pavement with no markings to show where it started other than the broken white lines parallel to the road.
There were two rectangular plated parking signs with disc zones waiting times on it one at the beginning of the disc zone parking area and the other where it finished and the diabled parking area started.
Hope you can advise me if you think that appeared to be the correct road markings.0 -
There are only two types of parking bay. Both are shown in that website.
If the bays look like this:
..which is where I was once ticketed (a ticket which I refused to pay, and had cancelled because the bay had no legal standing), then you have nothing to answer for IMO. Best double check at Pepipoo though.0 -
The markings on the road looked different, part of it is blocked pavement does that make a difference.
As I stated one end abuts a disabled parking bay and has single lines at the end not double as in your photo.

Hello, I have been trying to post a new thread without any luck.
I also have receive a PCN Code 35. Same situation as yourself, my clock was out by an hour (not changed) by the time I remembered & returned I had a ticket.
On the ticket it states I was parked at an address No; 19 Church Street...
I was sure I was actually parked at No; 37 Church Street.... some 80 Meters away.....
Also on my ticket the observation time was ONLY 1 Min...
I immediately went into my council office & filled out the Challenge form (without giving too much information away) & requested that I have ALL photographic evidence supporting the ticket.
The Councils Photographic evidence arrived in the post - And.... The photo shows my car - as I first thought, at no 37 & not No 19 as stated on the ticket....
4- Questions....
1) Do I have to pay for this ticket due to the incorrect location -80 Meters away - I drive a little diddy Ford KA & it is certainly not that long..... ;0
And I certainly could not have been in 2 places at once....
2) Can the Council then re-issue another ticket (by Post) at a later date with amendments (or New ticket) & the Correct location?
3) Is the observation time incorrect & can that be challenged?
4) When you drive into (what is supposed to be a 'Disc Zone') Are there supposed to be signs saying "You are now entering a Disc Zone'
I have read somewhere that a ticket has to be legal to be enforceable - which I'm pretty sure that this falls in that category.
Any help & advise will be very much appreciated.
