Old Vax Carpet Cleaner-no suction

I recently borrowed my parents Vax 8000 Upright Carpet Cleaner. This is an old model and they bought it in 1994.
I can't get the carpet cleaner aspect to work. Although the hoover works fine. When I turn the machine on it does not suck any water down to the tool.
Any ideas why this would be the case?
I am missing the Vax Sliding Plate which you slide over the tool at the start. I'm not sure what this is meant to do, but without it would this cause the machine not to work?

Have you contacted Vax for help & advice only I've found them very helpful in the past. http://www.vax.co.uk/support/The bigger the bargain, the better I feel.
