Hi Nathan, assuming it's a Council PCN I don't think that's what you should say at all. Won't get you anywhere, you have to follow the Council's appeal process and if necessary go to the adjudicator.
Can you post here an image of the PCN you received (front AND back, all wording, all dates, even small print on the reverse, except your car identifying details). Also can you post pics of the place where you parked, or find the exact spot on Google Maps satellite/street view?
Or register and post the same thing on pepipoo (parking forum) here:
 http://forums.pepipoo.com/index.php?showforum=30
Please say where (which Council)? Not all of them have authority to issue a PCN for parking in front of a dropped kerb, and even then I think they can only act upon a complaint from the householder.
Is it a shared driveway or just yours? Were you blocking access for anyone else?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Never ever send the original back under any circumstances whatsoever.
As it is your own dropped kerb as it were that is all you need to use in your informal appeal.0

thanks guys ok i cant get a copy of the ticket on for some reason but the offence code they have used is L42 unnecessary obstruction. the council is cardiff council issued by south wales police.
ok for some reason i cant post links ? the address is 6 mortimer road, cardiff. some garages are on view on google maps street view show them perfectly.
thanks guys just i was booked last saturday and need to get the appeal off.0

Issued by Police? Its likely then its a FPN and not a council parking ticket.BIB may wave if you go down to them and point out its your entrance. Otherwise, unless you wish to go to Maggies court, its usually advised just to pay up. If I've misunderstood you then host the pics of the ticket on tinypic and type the url on here leaving a gap between http:// and the writing.
Edit. Remove personal details but leave dates. Any pics of site would also help.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Oh, it's a Police FPN for obstruction, that's different than a Council PCN.
As P_T_P says, try going down to the relevant Police Station with proof of where you live and garage ownership. Be really polite and friendly and MAYBE they'll be full of Seasonal Cheer and cancel it...maybe not. Worth a try though.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Still think a polite inquirey as to why you got a fpn for parking in front of your own drive. If it fails then its best to just pay, magistrates court is hit and miss at the best of times. Not what you wanted to hear but its up to you.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I would ask how anyone can cause unnecessary obstruction when parked in front of their own garage. What was being obstructed ? their own property. Who was obstructed ? no one.
Unless someone else or someone else's property was obstructed then what actually happened here ?
It is the decision of the recipient and not mine but I have yet to see evidence of of any merit. of the validty for the FPN.
We need photographs of the locale perhaps so rebuttal could be assessed..0
