Is there anywhere to report scamsters?

Hi there,
I wondered if there was a place on this board, or someone could suggest a place where I can report scamsters.
Gurdave Singh Sharma runs TVRC (Television Repair Centre) and is still operating in the Altricham area of Manchester, as a colleague of mine has just been conned with a £400 repair job on her TV that didn't need doing.
He was recently exposed on BBC Watchdog a couple of months back, and he was convicted in Birmingham a few years ago (search for his name on Birmingham Mail website). She has contacted Trading Standards and Inland Revenue (he insisted on cash only), but all they could do was give her a incident number. Is it worth going to the police?
