E-mail blockage

I wonder if anyone can help with my problem.
In the last few weeks my dial up (Tiscali) has slowed down to 19 or 20 kbps. After a deal of trouble with Tesco Home phone they finally got B.T. to come and check the phone line and it seems the underground cable needs replacing (its ten years old). This will be a major job with a digger involved.
Meanwhile my e-mails have ground to a halt. Twelve download but number 13, which seems to be a large file, always times out after four or five hours. After three weeks I now have nearly 400 e-mails built up that I can't access.
Twice a week I e-mail tiscali support (type the message then send before the incoming posts jam the system) asking that either the offending e-mail or even the whole lot should be deleted. I point out that they won't be able to e-mail me back. Needless to say they don't delete and don't contact me by phone. Ringing the premium rate technical support line gets me nowhere as well. They just don't do anything except increase their bank balance at my expence.
Has anyone any suggestions apart from just stopping payment to Tiscali and hoping that might force some response ?
