But is the OP's clip available on iPlayer?

It doesn't matter where it is. It's downloadable...sadly I don't control where people put videos or for how long. That's why I gave two options that cover all sites I've ever seen that use streaming video. Both very simple to use.

I realize that this is grave digging, but I've found the solution.
If any of you guys need to know how to download embedded videos such as the one in the OP's question there's an explanation here:-
http://linuxcentre.net/get_iplayer-now-supports-bbc-embedded-media-player-streams
So to download the phelps clip the Linux command is:-get_iplayer --type=tv --url=http://news.bbc.co.uk/sport1/hi/other_sports/swimming/8180051.stm
Maybe one of you can do the same with a Windows version of get_iplayer.
