So this was noted by the builder but not by two surveyors?It seems there are loads of stuff wrong below the chimney/roof.
Either the 2 surveyors both missed it (possible), or the builder is inventing work to up his profit (also possible).
Talk to your surveyor.
Get a 2nd/3rd quote.
Talk to the vendor.
Go up and have a look yourself!!

I have just spoken to the council, they said because it is a shared chimney they would need to send someone out to inspect it. Any costs would be halved down the middle. This may be a long drawn out proccess with the council involved.

As it's likely to be cost OP over £250 the LA would need to consult .
If there's a Long Term Agreement in place in relation to repairs, the OP will not have the opportunity to nominate a contractor - you may be able to find out if this is the case from the LA's (or its management company's)website. OP if you have trouble, say which LA and I'll have a shufty for you. The website may also give you give info on the consultation process.
If there's no LTA then it's worth doing the 3 quotes thing so you might nominate BUT the contractor would either have to be on the LA's Approved List or be able to comply with the requirements for inclusion in that list.

Thanks for your info. I have withdrawn the offer at the moment, the job seems too much for me to handle at the moment, if we dont move in for 5 or 6 weeks the roof could have caved in by then no thanks. Who knows what other probs could be wrong once they strip back part of the roof, once the council gets involved the cost could escalate. I will leave it to the vendor to sort it & if it is done to a high standard & I have not found anything else by then I would look at it again.
The council is South Ayrshire, I spoke to them yesterday and they will check it out themselves.
