    I have experience of this. The water board wanted to disconnect for non payment to an old chaps address. They couldnt just go ahead and disconnect, say as you might do with electric. they had to inform the head of social services, who informed me to bascially do a recky to see if the person was stil alive/ in the area etc

    They had been round 3 times, posted leaflets through the door and knocked on to discuss on top of all the letters re non payment. They hadnt had payment for over 5 years. we didnt have any record, so we wrote to him and tried to phone ( all phone nos out of use) to say we wouold help pay the bills if he wanted, or needed it, no response.


    The chap form the water board I spoke to was most obliging, said he'd rather not cut off, and would redce the amount of the bills for customer to pay, if they were ever found, but he gave us another 3 months to see if we could find him. He wasnt in a nursing home in the area, or recieving services from us, effectively he'd vanished.

    SO I wrote back to the water board, telling them, they wrote to the Head of SS saying, yes, they would be cutting off.

    Certainly wasnt the mercenary actions of utility companies Ive come to expect, most impressed :)
