Help painting new plaster. paint not drying out even on shinny new plaster

hi, i have just bought a new house and have started to paint it. i am baseing it out all white with watered down emulsion. as it was drying out some parts of the wall took lots longer to dry and when it did dry, the surface woz uneven and patchy looking. someone suggested the new plaster woz to well polished. wot can i do to prevent this happening again or is there any other reasons for this happenig? the new plaster does have a serious sheen of it.

sand the plaster, before painting0 -
As above , some plasters like to see there faces in there work and polish up to much ,but a light sand will fix things0
