Claiming back bank charges... does it work in Scotland?

I was reading Martin's section on claiming back the hideous charges that banks make and it sounds great! But he doesn't make reference to the legislation that makes it all possible, so I was wondering; what is the relevant legislation? And; is it relevant to Scotland?
