Credit Card Regulations??

Hi,
I feel as though I'm being treated unfairly by one of my credit cards. I've been on a debt management plan with CCCS since June 2008 and for a while they have either not charged me anything at all or only charged reduced interest, however they have, since April they have been charging me interest and £24 worth of fees every month. I have been writing to them and they reply with letters that imply they haven't even read mine such as: "we are sorry to hear of your difficulties, we advise you contact a third party such as payplan or cccs and we may be able to put an arrangement in place". This letter I received after a letter telling me an arrangement was in place (even though i am still being charged) and before that i had a letter saying an error had been made but it has been rectified and i will not be negatively impacted. They said they advised my appointed representative of he full details (which they haven't) and to carry on with the original arrangement!
So sorry, this is so confusing.
Are there any regulations online? I feel I am running in circles and being treated badly.
