TomTom/PC World Warranty

In May I bought a TomTom One satnav, with preloaded Western Europe maps. The maps formed the basis of my buying decision and are an integral part of the product. i.e. without maps the device is useless.
In September it stopped working. I followed the support procedures on the TomTom website. No good. I returned the unit to PC World for repair. 2 weeks later they called and said "cannot fix it; the TomTom warranty does not cover software".
I have contacted PC world twice since then. They say "can't help - we contract out our guarantee service to TomTom as we do not have the expertise!"
TomTom support sent me a complex procedure to fix the problem. Did it, but no success.
My question is: as the device was offered for sale with maps included, and the price paid reflected that. It no longer works (no maps found). Surely PC World cannot abdicate responsibility for a product purchased from them?

Indeed, the software in this case is an integral part of the device without which it cannot function so I don't see how they can claim it's your responsibility.0
