Scottish Power - Fixed Price Energy December 2009

I am currently with Scottish Power Fixed Price Energy December 2009. It says there will be a £30 penalty if I switch before 30 November 2009.

My question is, today is 30 November 2009. Can I compare and switch today without incurring a penalty?

    I switched after 10pm as I guess British Gas wont forward it on to Scottish power until at least tomorrow, You've only got just over an hour to wait now though.
